Start with the places that can spend.

An API organisation, a project and an enterprise workspace can have different owners and different controls, even when they share a provider. The starting point is an inventory of those spending boundaries.

For each resource, record the responsible team, billing currency, period, usage source and available controls. Keep unknown accounts and newly discovered resources visible. Coverage of a known inventory is not coverage of everything your organisation might use.

Make the approval explicit.

A budget needs a named owner, an amount, a period and someone authorised to approve changes. Map that approval to the resource the provider can actually control.

When several teams share one project, the provider’s cap may cover all of them together. Separate projects may be needed before different team limits can be enforced. An internal allocation alone cannot create a new provider control.

Use the controls your provider supports.

The planned connector reads supported administrative data and evaluates proposed changes against policy held in your environment. Your applications keep calling their AI providers directly.

  • Limit increases: require local approval.
  • Limit reductions: must respect locally authorised floors.
  • Service-stopping actions: require explicit local approval or a pre-authorised emergency rule.
  • Irreversible actions: are never automated.

Provider enforcement retains its own limitations, including accounting delays and possible overshoot. Check the documented provider capabilities for the exact scope being evaluated.

Keep ownership and controls aligned.

Initial setup is only one part of the proposed workflow. New projects need owners. Teams need budget changes. Departures need a handover. Changed settings need review.

The planned finance report brings together authorised spend, actual usage, a labelled forecast and control coverage. Evidence freshness belongs next to the control, so a manual attestation cannot be mistaken for an API-verified setting.
